On Saturday, Sept. 28, Dawn Flanagan told officers her car was stolen, Franklin police said in a release. Surveillance footage showed Flanagan driving her own vehicle from the area where she claimed it had been stolen with Joseph McGaughran following behind in his vehicle, police said.

McGaughran drove Flanagan to the station to file a police report, officers said.

Both Flanagan and McGaughran were unable to explain several inconsistencies in the original report and were found to have taken steps to obstruct the investigation, police said. The vehicle was eventually located in front of McGaughran’s residence, police said.

Flanagan was charged with filing false reports to law enforcement while McGaughran was charged with obstruction of justice.

Both individuals were issued complaint summonses and released pending their appearance in Sussex County Superior Court, police said.
